About RCEF

Supporting Sailing Education

The Rush Creek Education Fund is a 501(c)(3) not-for-profit foundation that focuses on fundraising for sailing education. Our primary focus is on youth sailing. RCEF also supports adult sailing education through the current club boat program.

Cash donations are straightforward. Donors can designate a specific program for support or simply add to the general fund. Due to changes in Internal Revenue Service regulations and Texas Parks and Wildlife requirements, donations of physical property must meet specific requirements.

Property Donations

Sails and Equipment

Donations of physical property, such as used sails, must be of use to either the junior program or the club boat program. RCEF will provide a donation form that must be signed and dated by the donor.

  • The donor receives written confirmation of the donation.
  • Assignment of value is the responsibility of the donor.
  • RCEF is prohibited from assigning value to donated property.

Boat Donations

The donation of boats has been a mainstay of raising funds for our programs. IRS regulations now require that donated boats meet specific criteria.

  • Boat must have direct use for the junior or adult program (420s, IC24s, etc.) or have clear market value.
  • The boat must be sellable. RCEF can no longer accept boats with limited market value.
  • Acceptance of donated boats is at the discretion of the President of RCEF.

Required Documents for Boat Donations

  • 1Valid Texas or out-of-state title transferable within 20 days of donation for registration with TPW.
  • 2RCEF Donation Form signed and dated by the donor and President of RCEF.
  • 3RCEF Donation Form for trailer (if included), signed and dated by donor and President of RCEF.
  • 4Completed and signed TPW Form 143 for boat and any motor.
Important: RCEF cannot transfer a title from a donor to another buyer. The new owner must pay Texas Parks and Wildlife tax, change the title, and register the boat within 20 days of purchase or face fines and penalties.

RCEF Scholarship

Jack Progelhof Youth Sailing Scholarship

The RCEF and the Progelhof family have established an endowment for an annual scholarship awarded to youth sailors with financial need to attend Summer Sailing Camp at Rush Creek Yacht Club.
